EECiti / EECi Thailand 2026: EEC smart city near Pattaya — plan vs reality
Thailand is approaching a historic milestone. With the official approval of the first development phase of EECiti (Eastern Economic Corridor City), one of Asia's most ambitious infrastructure and urban development projects is getting underway.
On a site of more than 6,168 rai (roughly 987 hectares) in Huai Yai, Bang Lamung, Chon Buri province — just a few kilometres from Pattaya — a smart city is planned. It's meant to serve as a new economic and innovation hub, and as a flagship for sustainable urban development.
According to the current plan, tenders for the first infrastructure projects are expected to open in early 2027 under a public-private-partnership (PPP) model, with construction planned to start in 2028. As with any large-scale project, timelines and details can still shift.
What is EECiti?
EECiti is the centrepiece of the Eastern Economic Corridor (EEC), Thailand's key economic program for the coming decades. According to official plans, the goal is a connected, sustainable city that ties together business, research, innovation, healthcare, tourism and quality of life — with modern technology, renewable energy and smart infrastructure built into daily life.
The key building blocks
The first development phase focuses on infrastructure: Sustainable energy supply — modern grids with a high share of renewables Smart water management — modern drinking water supply, rainwater use and flood control Environmentally friendly waste management — recycling and disposal systems Green living spaces — parks and green areas for quality of life and urban climate
An international economic centre in the making
Plans include several specialised districts: a Central Business District, an international medical centre, international universities and research centres, a BCG Business District (bio, circular and green economy), logistics hubs, and modern residential and commercial quarters. The intent is a new economic location that attracts international companies, start-ups and investors — but as with any large project, whether and to what extent that succeeds depends on actual execution, not the announcement.
The planned entertainment area
Current plans mention a theme park (a Disneyland-style park is floated as a possibility but is not confirmed), an international sports complex, a convention and exhibition centre, large shopping malls, and international hotels and resorts. This area is meant to strengthen tourism and international events — these are planning intentions, not commitments.
Location between Bangkok and Pattaya
Location is one of the project's biggest advantages: EECiti sits at the heart of the Eastern Economic Corridor, close to Bangkok, Pattaya, U-Tapao International Airport, Laem Chabang Deep Sea Port, Map Ta Phut Industrial Port, and the planned high-speed rail line connecting Bangkok, Pattaya and Rayong.

For a project of this scale and time horizon, delays should be expected — that's normal for projects like this, not something unusual about EECiti specifically.
What this could mean for the region
EECiti could bring new momentum to real estate development, hospitality and tourism, healthcare, infrastructure, logistics and retail across the wider Pattaya/Rayong region. International investors are already watching the project. Whether and how this actually affects property prices or the appeal of specific locations can only be assessed seriously once the first tenders and construction phases actually start — not from the announcement alone.
Bottom line
EECiti is one of the largest announced urban development projects in Southeast Asia and a signal of where the Eastern Economic Corridor region is meant to head. At the same time: it's a planning project with a long time horizon (2027–2040), not finished infrastructure, and not a guarantee of rising values nearby.
